Premier Channel Partner Civica UK have completed the upgrade of the London Borough of Barnet's attended enforcement system to a new fully unattended system using ZenGrab LaneWatch technology.
The existing attended enforcement system which used traditional CCTV cameras was being used for the
monitoring of local bus lanes only, a job that the automatic LaneWatch cameras can achieve in a much more effective and efficient manner.
Since the installation of the LaneWatch unattended enforcement cameras, capture rates have improved by approximately 20% and the review and processing costs have reduced by 75%! Additionally, the existing attended CCTV cameras have now been freed up for exclusive use by the CCTV Control Room for public safety surveillance.
The decision to invest in the LaneWatch automatic enforcement technology was an easy one, the equipment has been proven in installations right across the world and in the case of London Borough of Barnet, will demonstrated a return on investment within the first year of operation!

Following a competitive tender procurement process, ICES have been awarded the contract to supply Medway Council with a ZenGrab LaneWatch System and Gateway Interface.The LaneWatch system will initially consist of 2 LaneWatch enforcement cameras that will provide automatic contravention enforcement on a new bus link being built in Strood as part of the Riverside Development Project.
The new bus link which will run from Canal Road to the Medway City Estate is set to make an area of Strood a much more pleasant place for all and considerably reducing bus journey times. However, Cllr Jane Etheridge said:
“The link is not a through road for private cars, and it will be monitored by camera and enforced. This is vital work to improve an area, give better access to the station and make Strood and Frindsbury a more welcoming and safer place”.
Together with the LaneWatch cameras there will be a ZenGrab Gateway Interface to enable the import of digital video evidence from the Councils mobile enforcement vehicle. This will create a much more efficient system and provide a common video review platform.

Harrow's existing analogue enforcement system is obsolete and no longer supported by the OEM, this put increasing pressure on the Council to find a replacement system that offered
'future proof' technology. The new system will be installed over the summer and will consist of multiple ZenGrab CCTV Capture Stations together with a Gateway mobile enforcement vehicle interface. More information to follow....

Zenco Systems are to provided their ZenGrab LT mobile enforcement vehicle review and interface software to North Tyneside Council to enable the review of video evidence captured using a mobile enforcement vehicle.
Working with long term Channel Partner, Mouchel Traffic Support, Zenco will provide an 'Approved Devices' certified Mobile Enforcement Vehicle (MEV) interface package that will allow the import, review and processing of video evidence captured by their MEV. The ZenGrab LT interface will interface to the Councils existing Mouchel ICPS back-office Notice Processing System.

The existing LaneWatch unattended bus lane enforcement system installed by Tyco Integrated Systems in 2009 is to be expanded to cover more bus lanes throughout the City.
Bus travel times and usage figures have improved since the installation of the original ZenGrab Digital Enforcement System. However, the improvements do expose the remaining congestion hot spots where inconsiderate motorists are delaying buses and taking advantage of the vast majority of considerate drivers. The wireless LaneWatch cameras will be deployes at these 'hot spots' to provide enforcement and start to change driver behavior. Beacause the LaneWatch cameras are completely wireless, they can be installed at any suitable location in a very short time period.

Premier Channel Partner Spur Information Solutions has been awarded the contract to supply and install a full ZenGrab Digital Enforcement Suite for the London Borough of Ealing.
The system which is to be installed over the summer will consist of 6 ZenGrab Capture Stations for attended CCTV enforcement and a ZenGrab Gateway Interface to allow the use of mobile enforcement vehicles. The new system will also make use of 10 state-of-the-art ZenGrab LaneWatch unattended, wireless enforcement cameras to view contraventions taking place on the boroughs bus lanes.
To make it easier for motorist to view any supporting video evidence a ZenGrab WebView online evidence review service will also be installed. More information will follow....

Reading Borough Council have expanded the coverage of their existing LaneWatch unattended enforcement solution with additional unattended enforcement camera sites.
The existing system installed in 2010 by Zenco Channel Partner, Tyco Integrated Systems has proven extremely successful in reducing the number of bus lane contraventions at one of the busiest bus gates near the borough’s railway station. As part of the new expansion, the Council have purchased an additional 6 LaneWatch cameras and have selected 12 possible sites that would benefit from contravention enforcement. Those sites include bus lanes, bus gates and restricted vehicle routes. At each of the selected sites, LaneWatch camera mounting brackets and power supplies have been installed, allowing the new cameras to be regularly relocated between sites to maximise their effectiveness.
‘It was important that detailed wireless data availability surveys were carried out prior to the selection of potential enforcement sites”, said Zenco Customer Support Engineer, Mike Okeife. “These allow us to select the most appropriate air-time provider for each site, maximising reliability and data transmission rates”.

Civica Enforcement has installed a new ZenGrab Digital Traffic & Parking Enforcement Solution for Luton Borough Council.
The ZenGrab solution initially consists of a single Capture Station with full review facilities. Up to 12 CCTV cameras can be selected to be used to provide enforcement video.
Commissioned as part of an IT upgrade of the existing Civica CE back-office system, the ZenGrab equipment has been installed in a new ‘Enforcement Office’ which will house the CCTV, Capture Station and Review facilities.
The new ZenGrab system will utilise the borough’s current network of CCTV cameras with operators able to select and control any of the current CCTV cameras to view and record contravention video evidence.

Together with our premier Channel Partner, Mouchel Traffic Support, Zenco has provided Cheshire West & Chester Council with our ZenGrab Digital Enforcement Suite.
Initially the system will be used to review the video evidence gathered by several TES mobile enforcement vehicles. However, the system has the built in functionality to make use of the ZenGrab LaneWatch unattended enforcement cameras and attended CCTV Capture Stations for enhanced parking and traffic contravention enforcement.

Zenco Channel Partner, Mouchel Traffic Support has provided Stoke-on-Trent City Council with a Zenco ZenGrab LT mobile enforcement vehicle interface & review system.
The ZenGrab LT software allows the Council to fully integrate their TES mobile enforcement vehicle in to their existing Mouchel ICPS back-office Notice Processing System. Installed on a Council supplied Workstation, the software allows for the import of the video evidence produced using the vehicle’s onboard capture system and downloaded on to flash memory stick. Once imported via USB port, the video can then be reviewed by an operator and images selected for printing directly on to the PCN. It is also possible to edit the still images to protect people’s identities in line with the data protection act.

Zenco Systems have successfully completed a project to provide a combined attended and unattended digital parking and traffic enforcement solution for Reading Borough Council.
The solution, installed by Tyco Integrated Systems (Tyco) combines the benefits of using existing CCTV cameras to enforce bus lanes and parking restrictions with the convenience and flexibility of wireless LaneWatch cameras to automatically enforce bus gates that are outside the range of the existing CCTV traffic cameras. The new system includes two ZenGrab CCTV Capture Stations that are interfaced to the Tyco CCTV system and a redeployable ZenGrab LaneWatch camera that provides wireless, automated monitoring of bus gates in and around the borough. The ability to redeploy the LaneWatch camera makes it an extremely efficient method of enforcement.
The main aim of the project was to replace the outdated analogue attended enforcement system which was obsolete and highly inefficient when compared to the digital system developed by Zenco Systems. The secondary aim was to have a system that could be easily expanded both in terms of the number of cameras that can be monitored but also the type of enforcement devices that can be incorporated, such as the LaneWatch cameras or mobile enforcement vehicles.
The completed ZenGrab Digital Enforcement Suite was interfaced with the existing ICES back-office ticket processing system to provide a single, seamless enforcement solution.

Existing ZenGrab Digital Enforcement Suite user, London Borough of Barking & Dagenham have completed a successful trial of the ZenGrab LaneWatch unattended enforcement camera.
The Council saw the cameras ability to provide automatic wireless enforcement of bus lanes and bus gates of great interest, primarily to provide an enforcement facility at known hot spots throughout the borough that had previously been enforced temporarily using a mobile enforcement vehicle.
"The mobile enforcement vehicle was effective whilst on site and highly visible, but as soon as it moved to a new location, we saw the contravention rates begin to climb again", said Darren Henaghan – Director Corporate Services. He added
"When we installed the LaneWatch camera to a lamp column in the problem area, we saw evidence that showed consistent abuse of the bus lane."
In fact, so effective was the LaneWatch camera in detecting contraventions and transferring recorded evidence to the ZenGrab Digital Enforcement Suite that a decision was made to keep the camera for an extended period of time under a rental agreement from Civica, the providers of the original ZenGrab suite.
"The LaneWatch camera has now been tested at two sites in the borough and has produced outstanding results", said Henaghan.
‘It is clear that LaneWatch is the future of bus lane enforcement and we will be looking to procure several cameras to provide enforcement at some of our congestion hot spots in the future.’

Nottingham City Council have chosen the LaneWatch Camera to help make a Tram Gateway a safer place to be....
Nottingham City Council and Nottingham Express Transit the operators of the cities tram network have long been concerned about the amount of vehicular traffic using the tram gate on Goldsmith Street as a cut through. The tram stop on Goldsmith Street is the main stop for Nottingham Trent University and is used by thousands of students and shoppers every day. The problem of how to reduce the amount of vehicles using the tram gate, whilst still maintaining a speedy and efficient tram service was tackled by installing two Zenco LaneWatch unattended enforcement cameras, one in each direction. Ian Nash - Team Leader, Traffic Management, Nottingham City Council said: ‘As a result of the installation of two of these cameras on Goldsmith Street, the Authority has seen an improvement to road safety; by reducing both pedestrian and vehicular conflicts around one of the busiest tram stops, located at Nottingham Trent University Library within the City of Nottingham. Initially each LaneWatch camera was capturing 150+ contraventions per day. However, as driver behavior is quickly changing, we are thankfully seeing that figure starting to drop.’

Demonstration LaneWatch Systems made available
Zenco have made available a number of ZenGrab LaneWatch systems for customers to trial. The free* trial systems consist of a LaneWatch camera and universal bracket together with installation and later removal. The cameras are typically clamped to existing lamp columns in proximity to a bus lane or gate and the captured contravention evidence is simply accessed via a web browser. Each of the trial systems are available for up to 3 weeks loan and can be booked by calling the main office number or by completing the enquiry form in the Contact page.
*An external mains supply socket and access equipment should be provided by others. A full installation service is available.

The ZenGrab LaneWatch unattended traffic enforcement solution has been granted manufactures approval by the Vehicle Licensing Agency (VCA) who are acting on behalf of the Secretary of State. The LaneWatch solution can now be used for unattended traffic enforcement under the Transport Act 2000. Ade Ford, Zenco Systems Sales Director, said: ‘The certification means that Traffic Authorities no longer have to submit a costly and time consuming Technical Construction File in order to use an unattended enforcement solution. With manufacturer’s approval in place, all that the Traffic Authorities need to do is declare to the VCA that the equipment will be used as supplied by Zenco Systems and in accordance with our recommendations’.
With the certification in place, the time taken to install a system and have it working has been greatly reduced from months to week. The ZenGrab LaneWatch system is the most sophisticated unattended enforcement solution available today.
